The Committee on Health and Human Resources moved to amend the bill on page 1, by striking everything after the enacting clause and inserting in lieu thereof the following:


“ARTICLE 2A. PERFORMANCE OF ABORTIONS LIMITED.

§16-2A-1. Performance of abortions by physicians.

(a) For the purposes of this section only, the following terms are defined:

"Abortion" means a surgical procedure that causes the deliberate termination of a pregnancy.

"Physician" means a person with an unrestricted license to practice allopathic medicine pursuant to article three of chapter thirty of this code or osteopathic medicine pursuant to article fourteen, chapter thirty of this code.

(b) An abortion shall be performed by a licensed physician. Nothing in this section requires or endorses the performance of abortions.

(c) A person who performs an abortion in violation of this article is considered to have engaged in the unauthorized practice of medicine in violation of §30-3-13; and upon conviction, subject to the penalties contained in that section.”
